Pursuant to an announcement from the house floor on March 23, 2011 and being granted permission to meet while the house is in session on March 23, 2011 and a suspension of all necessary rules on March 23, 2011, the House Committee on Calendars met in a formal meeting and was called to order by the chair, Representative Hunter, at 6:45 p.m.

 

The initial quorum call was answered as follows: Representatives Hunter; Bonnen; Branch; Coleman; Cook; Geren; Keffer; King, Tracy O.; Kolkhorst; Lucio III; Ritter; Rodriguez, Eddie; Truitt; and Zerwas.

 

A quorum was present.


 

The chair directed that the minutes for the meeting held on March 23, 2011, at 10:20am of the House Committee on Calendars be corrected. The corrected minutes were authorized without objection.

 

Representative Hunter moved to place the following measure: 

 

on the Major State Calendar for Friday, April 1, 2011:  HB 1.

 

The motion prevailed by the following record vote:

 

Ayes:                           Representatives Hunter; Bonnen; Branch; Cook; Geren; Keffer; Kolkhorst; Ritter; Solomons; Truitt; Zerwas (11).

 

Nays:                           Representatives Coleman; King, Tracy O.; Lucio III; Rodriguez, Eddie (4).

 

Present, Not Voting:   None (0).

 

Absent:                        None (0).

 

Pursuant to House Rule 3, Section 5(2), and House Rule 6, Section 16(f), The House Committee on Calendars proposes the following rule governing floor consideration of HB 1 (the general appropriations bill):

During second reading and third reading consideration of the bill, any amendment that adds or increases an item of appropriation:

(1) in Articles I-X is not in order unless the amendment contains an equal or greater reduction in one or more other items of appropriation in one of those articles from the fund or funds against which the appropriation is to be certified;

The provisions of this rule do not apply to an amendment that makes an adjustment in an item of appropriations solely to correct a technical clerical error.

 

Representative Hunter moved to adopt the proposed rule for floor consideration on HB 1. The motion prevailed by the following record vote:

 

Ayes:                           Representatives Hunter; Bonnen; Branch; Coleman; Cook; Geren; Keffer; King, Tracy O.; Kolkhorst; Lucio III; Ritter; Rodriguez, Eddie; Solomons; Truitt; Zerwas (15).

At 6:50 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
