Pursuant to an announcement on the House floor and a suspension of the 5-day posting rule on May 4, 2011 to hear SB 1717 on May 5, 2011, the House Committee on Judiciary & Civil Jurisprudence met in a public hearing and was called to order by the chair, Representative Jackson, Jim, at 8:34 a.m.

 

The initial quorum call was answered as follows: Representatives Jackson, Jim; Lewis; Hartnett; Madden; Raymond; Scott; and Woolley.

 

A quorum was present.


The chair directed that the April 28, 2011 minutes for the House Committee on Judiciary & Civil

 

Jurisprudence be corrected. The corrected minutes were authorized without objection.

 

SB 1717

 

The chair laid out SB 1717.

 

The chair offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

The chair recognized Representative Lewis to explain SB 1717.

Representative Raymond offered Amendment Number 1 to the committee substitute.

 

The amendment was adopted without objection.

Representative Hartnett offered Amendment Number 3 to the committee substitute.

 

The amendment was adopted without objection.

 

Representative Hartnett offered Amendment Number 4 to the committee substitute.

 

The amendment was adopted without objection.

 

Representative Hartnett offered Amendment Number 5 to the committee substitute.

 

The amendment was adopted without objection.

 

Representative Hartnett offered Amendment Number 6 to the committee substitute.

 

The amendment was adopted without objection.

 

The chair directed the staff to incorporate the amendments into the committee substitute.

 

The committee substitute was adopted without objection.

 

The chair recognized Representative Lewis to close on SB 1717.

 

Representative Lewis moved that SB 1717, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Jackson, Jim; Lewis; Bohac; Hartnett; Madden; Raymond; Scott; Thompson; Woolley (9).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Castro; Davis, Sarah (2).

 

HB 910

 

The chair laid out HB 910 as pending business.

 

The chair offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Thompson moved that HB 910, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
