Pursuant to a notice posted on April 28, 2011 and a suspension of the 5-day posting rule on   May 2, 2011 to hear HB 3861 and HB 3862, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Ritter, at 8:02 a.m.
