Pursuant to an announcement from the house floor on May 6, 2011, and permission granted on May 6, 2011, to meet while the house is in session, the House Committee on State Affairs met in a formal meeting, and was called to order by the chair, Representative Cook, at 9:13 p.m.

 

The initial quorum call was answered as follows: Representatives Cook; Menendez; Craddick; Gallego; Geren; Harless; Hilderbran; Huberty; Oliveira; Smithee; and Solomons.

 

A quorum was present.


 

HB 12

 

The chair laid out HB 12.

 

Representative Geren offered a complete committee substitute.

 

(Representative Frullo now present.)

 

The committee substitute was adopted without objection.

 

Representative Geren moved that HB 12, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Cook; Craddick; Frullo; Geren; Harless; Hilderbran; Huberty; Smithee; Solomons (9).

 

Nays:                           Representatives Menendez; Gallego; Oliveira (3).

 

Present, Not Voting:   None (0).

 

Absent:                        Representative Turner (1).

 

At 9:16 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
