Pursuant to an announcement from the house floor on May 9, 2011 and permission to meet while the house is in session on May 9, 2011, the House Committee on State Sovereignty, Select met in a formal meeting and was called to order by the chair, Representative Creighton, at 6:34 p.m.

The initial quorum call was answered as follows: Representatives Creighton; Branch; Darby; Miller, Sid; Pitts; and Thompson.

A quorum was present.

HR 243

The chair laid out HR 243.

The chair recognized Representative Howard, Charlie to explain HR 243.

The chair recognized Representative Howard, Charlie to close on HR 243.

Representative Darby moved that HR 243, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. The motion prevailed by the following record vote:

Ayes: Representatives Creighton; Branch; Darby; Miller, Sid; Pitts; Thompson (6).

Nays: None (0).

Present, Not Voting: None (0).

Absent: Representative Martinez Fischer (1).

HB 3188

The chair laid out HB 3188 as pending business.

Representative Miller, Sid offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Miller, Sid moved that HB 3188, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:

Nays: None (0).

The chair directed that the April 7, 2011 minutes and April 14, 2011 minutes for the House Committee on State Sovereignty, Select be corrected. The corrected minutes were authorized without objection.

At 6:41 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
