Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Administration was held on Monday, March 28, 2011, in the E1.714.

The chair called the meeting to order at 3:00 PM.
There being a quorum present, the following business was transacted:
The chair laid out the list of bills recommended for
placement on the Local and Uncontested Calendar to be held March 31, 2011 at
8:30 AM. The committee recommended the
removal of SB 38, SB 58, and SB 587, which passed on the intent calendar; SB
385, which was withdrawn by the author; and SB 153, SB 963, SB 1003, and SCR
20. The motion carried with a record
vote of 6 ayes, 0 nays, 0 present not voting, 1 absent.
The chair laid out SB 1147 and recognized Senator
Zaffirini, in the absence of the author, to explain the bill.
Witnesses registering but not testifying on the bill
are shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Zaffirini moved that SB 1147 be reported
favorably to the Senate with the recommendation that it do pass and not be
printed. The motion carried with a
record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.
Senator Zaffirini moved that the bill be recommended
for placement on the Local & Uncontested Calendar; without objection, it
was so ordered.
The chair laid out SB 1303 and recognized Senator
Uresti, in the absence of the author, to explain the bill.

Senator Zaffirini moved that the bill be recommended
for placement on the Local & Uncontested Calendar; without objection, it

The chair laid out SB 202 and recognized Senator
Wentworth, in the absence of the author, to explain the bill.
Senator Wentworth sent up a committee substitute;
the chair recognized Senator Wentworth to explain the difference between the
committee substitute and the senate bill as filed. Senator Wentworth moved
adoption of the committee substitute; without objection, it was so ordered.

Senator Wentworth moved that SB 202 do not pass but
that CSSB 202 be reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 1
present not voting, and 2 absent.
There being no further business, at 3:35 PM Senator
Eltife moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
