Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Tuesday, February 15, 2011, in the Senate Chamber.

The chair called the meeting to order at 8:00 AM. There being a quorum present, the following business was transacted:

Senator Watson moved adoption of the committee rules. There being no objection, it was so ordered.

There being no further business, at 8:07 AM Senator Estes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

At 8:30 AM Senator Fraser called the Senate Committee on Natural Resources to order. Senator Carona called the Senate Committee on Business and Commerce to order.

There being a quorum present for both committees, the following business was transacted:

Senators Fraser and Carona shared presiding duties. Senator Fraser called panel 1 to provide invited testimony on ERCOT and recent power outages (see attached witness list).

Senator Carona recessed the Senate Committee on Business and Commerce at 10:33 AM. Senator Fraser recessed the Senate Committee on Natural Resources at 10:33 AM.

At 1:03 PM Senator Fraser called the Senate Committee on Natural Resources to order. Senator Carona called the Senate Committee on Business and Commerce to order.

Senator Fraser called panel 2 to provide invited testimony on ERCOT and recent power outages (see attached witness list).

Senator Fraser called panel 3 to provide invited testimony on ERCOT and recent power outages (see attached witness list).

Senator Fraser called panel 4 to provide invited testimony on ERCOT and recent power outages (see attached witness list).

A public witness provided oral testimony on ERCOT and recent power outages (see attached witness list).

The chair moved that the public testimony be closed; without objection, it was so ordered.

At 3:32 PM Senator Van de Putte assumed the chair.

At 3:32 PM Senator Van de Putte moved that the Senate Committee on Business and Commerce stand recessed subject to the call of the chair.

At 3:32 PM Senator Fraser moved that the Senate Committee on Natural Resources stand recessed subject to the call of the chair.
