The chair called the meeting to order at 7:31 a.m. There being a quorum present, the following business was transacted:

 

The chair laid out SB 1126 and moved that SB 1126 be left pending and laid out HB 3453 in lieu of SB 1126 and recognized the senate sponsor, Senator Eltife, to explain the bill.
