Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Wednesday, February 9, 2011, in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 9:30 AM. There being a quorum present, the following business was transacted:

Senator Nichols moved adoption of the minutes from the previous hearing held on February 2, 2011. Without objection, it was so ordered.

The committee heard invited testimony from the following:

*Texas Commission on Environmental Quality

*Texas Department of Rural Affairs

*Texas State Affordable Housing Corporation

*Texas Department of Housing and Community Affairs

*Texas Municipal League

*Texas Association of Counties

Witnesses testifying are shown on the attached list.

There being no further business, at 10:50 AM Senator Wentworth moved that the Committee stand recessed subject to the call of the Chair. Without objection, it was so ordered.
