Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Friday, May 20, 2011, in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 2:36 PM. There being a quorum present, the following business was transacted:

Senator Nichols moved adoption of the minutes from the previous hearings held on May 18, 2011, and May 19, 2011. Without objection, it was so ordered.

The Chair laid out HB 3852 and recognized Senator Nichols, in the absence of the Senate sponsor, to explain the bill.

There were no witnesses registered to testify on this bill.
