Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Wednesday, March 23, 2011, at Senator Shapiro's Desk.

The chair called the meeting to order at 2:05 PM. There being a quorum present, the following business was transacted:

 

As a matter of pending business, the chair laid out SB 49 by Senator Zaffirini.  Senator Van de Putte moved that SB 49 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.  Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

As a matter of pending business,  the chair laid out SB 290 by Senator Watson.  Senator West sent up a committee substitute.  Senator West moved adoption of the committee substitute; without objection, it was so ordered.  Senator West moved that SB 290 do not pass but that CSSB 290 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.   

 

At 2:08 PM Senator Patrick assumed the chair.

 

As a matter of pending business, the chair laid out SB 596 and recognized the author, Senator Shapiro, to explain the bill.  Senator Shapiro sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.  Senator Shapiro requested unanimous consent to incorporate the adopted amendment into a committee substitute and that the committee substitute be adopted.  Senator Shapiro moved that SB 596 do not pass but that CSSB 596 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Shapiro moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

 As a matter of pending business, the chair laid out SB 597 and recognized the author, Senator Shapiro, to explain the bill.  Senator Shapiro sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.  Senator Shapiro requested unanimous consent to incorporate the adopted amendment into a committee substitute and that the committee substitute be adopted.  Senator Shapiro moved that SB 597 do not pass but that CSSB 597 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Shapiro moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

At 2:12 PM Senator Shapiro resumed the chair.  

 

As a matter of pending business, the chair laid out SB 778 by Senator Williams.  Senator Van de Putte moved that SB 778 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

As a matter of pending business, the chair laid out SB 949 by Senator Ellis.  Senator West sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.  Senator West  requested unanimous consent to incorporate the adopted amendment into a committee substitute and that the committee substitute be adopted.  Senator West moved that SB 949 do not pass but that CSSB 949 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 1 nays, 1 present not voting, and 0 absent. 

 

There being no further business, at 2:15 PM Senator Shapiro moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
