Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Education was held on Thursday, March 31, 2011, in the Capitol Extension, Room
E1.028, at Austin, Texas.

The chair called the meeting to order at 8:30 AM.
The following business was transacted:
At 8:31 AM Senator West assumed the chair.
The chair laid out SB 1483 and recognized the
author, Senator Shapiro, to explain the bill.
Senator Shapiro sent up a committee substitute; the chair recognized
Senator Shapiro to explain the difference between the committee substitute and
the senate bill as filed. Witnesses testifying and registering on the bill are
shown on the attached list.
At 8:54 AM Senator Patrick assumed the chair.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
The bill was left pending.
At 9:07 AM Senator Shapiro resumed the chair.
The chair laid out SB 226 and recognized the author,
Senator Nelson, to explain the bill.
Senator Patrick sent up a committee substitute; the chair recognized
Senator Nelson to explain the difference between the committee substitute and
the senate bill as filed. Witnesses
testifying and registering on the bill are shown on the attached list.
At 9:12 AM Senator Patrick assumed the chair.
At 9:16 AM Senator Shapiro resumed the chair.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Shapiro moved that SB 226 be left pending;
without objection, it was so ordered.
The chair laid out SB 1042 and recognized the
author, Senator Hegar, to explain the bill.
Witnesses testifying and registering on the bill are shown on the
attached list. The chair moved that the public testimony be closed; without
objection, it was so ordered.
Senator Shapiro moved that SB 1042 be left pending;
without objection, it was so ordered.
At 9:29 AM Senator Van de Putte assumed the chair.
The chair laid out SB 1484 and recognized the
author, Senator Shapiro, to explain the bill.

At 9:32 AM Senator Van de Putte moved that the

At 9:37 AM Senator Gallegos, Jr. assumed the chair
and called the committee to order.
The chair laid out SB 53 and recognized Senator Van
de Putte, in the absence of the author, to explain the bill. Witnesses

chair moved that the public testimony be closed; without objection, it was so
ordered.

At 9:55 AM Senator Shapiro resumed the chair.
At 9:55 AM, Senator Shapiro moved that the committee
stand recessed until after the adjournment of the Senate; without objection, it
was so ordered.
Pursuant to the
suspension of Senate Rules 11.10 and 11.18 at 12:23 PM the committee reconvened
at Senator Shapiro’s desk.
The clerk called
the roll. There being a quorum present the following business was
transacted:
As a matter of pending business, the chair laid out
SB 226. Senator West sent up a committee
substitute. Senator West moved adoption of the committee substitute; without
objection, it was so ordered. Senator
West moved that SB 226 do not pass but that CSSB 226 be reported back to the
Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9
ayes, 0 nays, 0 present not voting, and 0 absent. Senator West moved that the bill be
recommended for placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
As a matter of pending business, the chair laid out
SB 1042. Senator Davis moved that SB
1042 be reported favorably to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0
present not voting, and 0 absent. Senator West moved that the bill be
recommended for placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
At 12:26 PM Senator Patrick assumed the chair.
As a matter of pending business, the chair laid out
SB 1484. Senator Shapiro moved that SB
1484 be reported favorably to the Senate
with the recommendation that it do pass and be printed. The motion carried with
a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Shapiro moved that the bill be
recommended for placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
As a
matter of pending business, the chair laid out SB 6. Senator Shapiro sent up Committee Amendment
1. Senator Shapiro sent up an amendment
to amendment 1, and was recognized to explain the amendment to amendment
1. Senator Shapiro moved the adoption of the amendment to amendment 1; without
objection, it was so ordered. Senator Shapiro then moved that amendment
1, as amended be adopted; without objection, it was so ordered. Senator
Shapiro moved that amendment 1, as amended, be incorporated into the bill to
create a substitute and
that the committee substitute be adopted; without
objection, it was so ordered. Senator Shapiro
moved that SB 6 do not pass but that CSSB 6 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion carried with a
record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.
At 12:32 PM Senator Shapiro resumed the chair.
There was no action taken for the following bill(s):
SB 3 and SB 1704.
There being no further business, at 12:32 PM Senator
Shapiro moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
