Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Thursday, September 13, 2012, in the Capitol Extension, Room E1.028, at Austin, Texas.

Senator Royce West called the meeting to order at 9:02 AM. The following business was transacted:
Senator Royce West chaired this hearing on Senate Interim Charge #4.
Senator Royce West made opening remarks to the committee and recognized other committee members to make opening remarks.
At 9:11 AM the roll was called and a quorum was established. Senator Patrick moved adoption of the minutes from the previous hearing held on August 24, 2012; without objection, it was so ordered.
The chair called the following invited witnesses to provide testimony on Senate Interim Charge #4: Study the impact of extended learning time on school success. Evaluate the different programs offered, best practices, school implementation, and incentives for building community partnerships that allow a variety of academic and career-related learning opportunities. Examine the effect of after-school programs on academic performance, school attendance, behavior, and promotion to the next grade level, and the relationship between the availability of after-school programs in an area and the high school dropout rate. See attached list.
At 11:50 AM Senator Dan Patrick assumed the chair.
At 11:55 AM Senator Royce West resumed the chair.
The chair called persons who registered as public witnesses to provide testimony on the interim
committee charges. See attached list.
At 1:37 PM Senator Dan Patrick assumed the chair.
The chair moved that the public testimony be closed; without objection, it was so ordered.
There being no further business, at 1:45 PM Senator Dan Patrick moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
