Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, January 31, 2011, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:01 AM.

 

The clerk called roll. 

 

The following members arrived after the roll was called:

There being a quorum present, the following business was transacted:

 

The chair made opening remarks.  Senator Hinojosa made opening remarks.  Senator Estes welcomed Senator Birdwell.

 

The chair introduced the Committee staff.

 

Members of the Committee introduced staff.

 

The chair laid out the Committee Rules.  Senator Lucio moved adoption of the rules.  Senator Duncan seconded the motion.  Without objection, the rules were adopted.

Overview of Base Budget Recommendations and Potential Supplemental Bill Needs by the Legislative Budget Board

 

John O’Brien - Director and Ursula Parks - Assistant Director

 

Senator Hinojosa assumed the chair.

 

Testimony continued.

 

Senator Ogden resumed the chair.

 

John O’Brien introduced the Legislative Budget Board staff.

 

At 12:23 PM Senator Ogden moved that the Committee stand recessed until 30 minutes after adjournment of the Senate.  Without objection, it was so ordered.

 

Senator Ogden reconvened the Committee at 2:32 PM.

 

Senator Zaffirini assumed the chair.

 

The chair laid out SB 1 and recognized the author, Senator Ogden, to explain the bill.

 

Senator Hinojosa assumed the chair.

 

Testimony was given on the following agencies.  Witnesses testifying and registering on the bill are shown on the attached list.

 

Department of Assistive Rehabilitative Services

Department of State Health Services

 

Senate Bill 1 was left pending. 

 

There being no further business, at 5:55 PM Senator Hinojosa moved that the Committee stand recessed until 9:00 AM, February 1, 2011.  Without objection, it was so ordered.
