Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Finance was held on Thursday, March 31, 2011, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 9:00 AM.
The following business was transacted:
Senator Whitmire laid out recommendations for
Article V from the Subcommittee on Public Safety.
Legislative Budget Board gave testimony on the
recommendation document.
Senator Whitmire moved that the Committee adopt the
recommendations for Article V, as amended.
The motion carried with a record vote of 14 ayes, 1
nays, 0 present not voting, and 0 absent.
At 9:57 AM Senator Ogden moved that the Committee
stand recessed until 30 minutes after adjournment of the Senate. Without
objection, it was so ordered.
At 1:00 PM Senator Ogden reconvened the meeting.
The chair announced the Committee would wait on a
quorum before laying out recommendations for Article II.
At 1:14 PM the chair announced the Committee would
stand recessed until 1:30 PM.
Senator Shapiro announced the Committee would stand
recessed until 2:00 PM.
At 2:00 PM the Committee reconvened.
Senator Patrick asked to be shown voting no on
Article V recommendations, as amended; without objection, it was so
ordered.
Senator Shapiro asked to be shown voting aye on
Article V recommendations, as amended; without objection, it was so
ordered.
Senator Nelson laid out recommendations for Article
II from the Subcommittee on Medicaid.
Legislative Budget Board gave testimony on the
recommendation document.
Senator Duncan moved that items 1 and 2 from the
Article II Decision Document, Motion to Make Revisions and Additions be
adopted. There was objection and a roll
call vote was taken. The motion carried with a record vote of 14 ayes, 1 nay, 0
present not voting, and 0 absent.
Senator Shapiro moved that item 3 from the Article
II Decision Document, Motion to Make Revisions and Additions be adopted. There was objection and a roll call vote was
taken. The motion carried with a record vote of 14 ayes, 1 nay, 0 present not
voting, and 0 absent.
Senator Ogden moved to make revisions to the Article
II Decision Document, Motion to Make Revisions and Additions beginning with the
Department of Aging and Disability Services.
There was objection and a roll call vote was taken. The motion carried
with a record vote of 13 ayes, 2 nay, 0 present not voting, and 0 absent.
Senator Nelson moved that the Committee adopt the
recommendations for Article II, as amended.
The motion carried with a record vote of 11 ayes, 4
nays, 0 present not voting, and 0 absent.
There being no further business, at 4:10 PM Senator
Ogden moved that the Committee stand recessed subject to the call of the chair.
Without objection, it was so ordered.
