The chair called the meeting to order at 2:48 PM.

The chair laid out SB 1 as pending business.
Senator
West laid out recommendations for Article III from the Subcommittee on Higher
Education Funding.
The Legislative Budget Board gave testimony on the recommendation document.
Senator Hinojosa assumed the chair.
Senator West moved to adopt items 2, 4, 5 and 6 for the Higher Education Coordinating Board amendment. Without objection, it was so ordered.
Senator West moved to adopt the recommendations, as amended for the Texas Higher Education Coordinating Board. The motion carried with a record vote of 13 ayes, 1 nay, 0 present not voting, and 1 absent.
Senator West moved to adopt SB 1 as introduced for the Available University Fund and Higher Education Fund. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Williams moved to amend Senator West’s amendment. Without objection, it was so ordered.
Senator West moved to adopt items 1, 2, 4, 7 and 8 as amended to the amendment for the General Academic Institutions. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator West moved to adopt the Texas A&M System decision document, pages 17 – 23. Without objection, it was so ordered.
Senator West moved to adopt the Special Provisions. Without objection, it was so ordered.
At 5:10 PM Senator Ogden moved to recess until 5:30 PM.
At 5:53 PM the Committee reconvened.
Senator Duncan laid out recommendations for Correctional Managed Healthcare.
The Legislative Budget Board gave testimony on the recommendation document.
Senator Duncan moved to adopt the Texas Department of Criminal Justice Correctional Managed Heathcare as a provision of the TDCJ Budget. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.
There being no further business, at 6:26 PM Senator Ogden moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
