Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Finance was held on Thursday, April 21, 2011, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 9:08 AM.
There being a quorum present, the following business was transacted:
Senator Hinojosa assumed the chair.
The chair laid out HB 1 in lieu of SB 1 and
recognized the Senate sponsor, Senator Ogden, to explain the bill.
Senator Ogden sent up a committee substitute; the
chair recognized Senator Ogden to explain the difference between the committee
substitute and the senate bill as filed.
Senator Ogden sent up Committee Amendment 1 and
moved adoption; without objection, the amendment was adopted.
Senator Ogden requested unanimous consent to
incorporate Committee Amendment 1 into the committee substitute; without
objection, it was so ordered.
Senator Patrick asked to be shown voting nay to the
adoption of Committee Amendment 1. Without objection, it was so ordered.
Senator Ogden then moved that the committee
substitute be adopted; without objection, it was so ordered. Senator Ogden
moved that HB 1 do not pass but that CSHB 1 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion carried with a record vote of 11
ayes, 4 nays, 0 present not voting, and 0 absent.
Senator Ogden resumed the chair.
The chair laid out as a matter of pending business
SJR 4 and recognized the author, Senator Hinojosa, to explain the bill.
Senator Hinojosa moved that SJR 4 be reported
favorably to the Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 13 ayes, 2 nays, 0 present not voting,
and 0 absent.
Senator Hinojosa assumed the chair.
The chair laid out as a matter of pending business
SJR 5 and recognized the author, Senator Ogden, to explain the bill.
Senator Ogden moved to withdraw the committee
substitute that had previously been sent up.
Without objection, it was so ordered.
Senator Ogden sent up a new committee substitute;
the chair recognized Senator Ogden to explain the difference between the
committee substitute and the bill as filed. Senator Ogden then moved that the
committee substitute be adopted; without objection, it was so ordered.
Senator Ogden moved that SJR 5 do not pass but that
CSSJR 5 be reported back to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0
present not voting, and 0 absent.
There being no further business, at 9:38 AM Senator
Ogden moved that the Committee stand recessed subject to the call of the chair.
Without objection, it was so ordered.
