Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Finance was held on Thursday, May 12, 2011, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 9:02 AM.
The following business was transacted:
The chair laid out HB 533 and recognized the Senate
sponsor, Senator Hinojosa, to explain the bill.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
The bill was temporarily left pending.
The chair laid out HB 1887 and recognized the Senate
sponsor, Senator Hinojosa, to explain the bill.
Senator Hinojosa sent up a committee substitute; the
chair recognized Senator Hinojosa to explain the difference between the
committee substitute and the senate bill as filed.
Witnesses testifying and registering on the bill are
shown on the attached list.

without objection, it was so ordered.

The chair laid out HB 2599 and recognized the Senate
sponsor, Senator Eltife, to explain the bill.

At 9:40 AM Senator Ogden moved that the Committee
stand recessed until 10:00 AM. Without objection, it was so ordered.
At 10:04 AM the Committee reconvened.
Senator Hinojosa moved that HB 533 be reported
favorably to the Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting,
and 4 absent.
Senator Hinojosa moved that the bill be recommended
for placement on the Local & Uncontested Calendar; without objection, it
was so ordered.
Senator Hinojosa moved adoption of the committee
substitute for HB 1887; without objection, it was so ordered.
Senator Hinojosa moved that HB 1887 do not pass but
that CSHB 1887 be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote of 11 ayes, 0
nays, 0 present not voting, and 4 absent.
Senator Hinojosa moved that the bill be recommended
for placement on the Local & Uncontested Calendar; without objection, it
was so ordered.
Senator Hinojosa assumed the chair.
The chair laid out as a matter of pending business
HB 275 and recognized the Senate sponsor, Senator Ogden, to explain the bill.
Senator Ogden sent up a committee substitute; the
chair recognized Senator Ogden to explain the difference between the committee
substitute and the senate bill as filed. Senator Ogden moved adoption of the
committee substitute; without objection, it was so ordered.
Senator Ogden moved that HB 275 do not pass but that
CSHB 275 be reported back to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 12 ayes, 0 nays, 0
present not voting, and 3 absent.
Senator Ogden resumed the chair.
Senator Shapiro and Senator Lucio asked to be shown
voting aye on the following bills: HB 533, HB 1887 and HB 275. Without
objection, it was so ordered.
There being no further business, at 10:16 AM Senator
Ogden moved that the Committee stand recessed subject to the call of the chair.
