Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Finance was held on Thursday, June 2, 2011, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 10:01 AM.
There being a quorum present, the following business was transacted:
The chair laid out SB 7 and recognized the author,
Senator Nelson, to explain the bill.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Nelson moved that SB 7 be reported favorably
to the Senate with the recommendation that it do pass and be printed. The
motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and
1 absent.
The chair laid out SB 1 and recognized the author,
Senator Duncan, to explain the bill.
Witnesses testifying and registering on the bill are
shown on the attached list.
Senator Hinojosa assumed the chair.
At 1:00 PM Senator Hinojosa moved that the Committee
stand recessed until 45 minutes after adjournment of the Senate. Without
objection, it was so ordered.
At 2:19 PM the Committee reconvened. Senator Ogden
resumed the chair.
Testimony continued on SB 1.
Senator Hinojosa assumed the chair.
Senator Ogden resumed the chair.

The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Ogden resumed the chair.
Senator Duncan moved that SB 1 be reported favorably
to the Senate with the recommendation that it do pass and be printed. The
motion carried with a record vote of 10 ayes, 3 nay, 1 present not voting, and
1 absent.
Senator Hinojosa assumed the chair.
The chair laid out SB 2 and recognized the author,
Senator Ogden, to explain the bill.
Senator Ogden sent up a committee substitute; the
chair recognized Senator Ogden to explain the difference between the committee
substitute and the senate bill as filed. Senator Ogden moved adoption of the
committee substitute; without objection, it was so ordered.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Ogden moved that SB 2 do not pass but that
CSSB 2 be reported back to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 12 ayes, 2 nay, 0
present not voting, and 1 absent.
Senator Ogden resumed the chair.
The chair laid out SB 5 and recognized the author,
Senator Huffman, to explain the bill.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Ogden moved that SB 5 be left pending;
without objection, it was so ordered.
Senator Lucio submitted a motion in writing and
asked to be shown voting nay on SB 1. Without objection, it was so ordered.
Senator Whitmire submitted a motion in writing and
asked to be shown voting nay on SB 1 and SB 2. Without objection, it was so
ordered.
There being no further business, at 5:19 PM Senator
Ogden moved that the Committee stand recessed subject to the call of the chair.
