Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on
Public Education Funding was held on Monday, March 21, 2011, in the Capitol
Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:48 AM.
There being a quorum present, the following business was transacted:
Senator Shapiro made opening
remarks to the Committee.
Senator
Shapiro called the following invited witnesses to provide testimony. See
attached list.
At 9:52 AM Senator West moved
that item 1 under technical adjustments be adopted. Senator Patrick seconded the motion; without
objection, it was so ordered.
At 9:53 AM Senator Duncan moved
that item 2 under technical adjustments be adopted. Senator West seconded the motion; without
objection, it was so ordered.
At 9:53 AM Senator Duncan moved
that item 3 under technical adjustments be adopted. Senator West seconded the motion; without
objection, it was so ordered.
At 9:54 AM Senator West moved
that item 4 under technical adjustments be adopted. Senator Patrick seconded the motion; without
objection, it was so ordered.
At 9:54 AM Senator Duncan moved
that item 5 under technical adjustments be adopted. Senator West seconded the motion; without
objection, it was so ordered.
At 9:57 AM Senator West moved
that item 2 under agency requests be adopted.
Senator Duncan seconded the motion; without objection, it was so
ordered.
At 10:06 AM Senator West moved
that item 2 under the workgroup rider and program revisions and additions be
adopted. Senator Patrick seconded the
motion; without objection, it was so ordered.
At 10:07 AM Senator Duncan moved
that item 3 under the workgroup rider and program revisions and additions be
adopted. Senator West seconded the
motion; without objection, it was so ordered.
At 10:09 AM Senator West moved
that item 4 under the workgroup rider and program revisions and additions be adopted. Senator Patrick seconded the motion; without
objection, it was so ordered.
Senator West moved that items 5,
6, and 7 be left pending; without objection, it was so ordered.
At 10:47 AM Senator Duncan moved
that an additional 10 million dollars be put into article 11. Senator Seliger seconded the motion; without
objection, it was so ordered.
At 10:50 AM Senator Duncan moved
that item 9 under the workgroup rider and program revisions and additions be
adopted. Senator West seconded the
motion; without objection, it was so ordered.
At 10:52 AM Senator Seliger moved
that item 10 under the workgroup rider and program revisions and additions be
adopted. Senator Duncan seconded the
motion; without objection, it was so ordered.
At 10:53 AM Senator Duncan moved
that items 12 and 13 under the workgroup rider and program revisions and
additions be adopted. Senator Seliger
seconded the motion; without objection, it was so ordered.
At 10:55 AM Senator West moved
that item 11 under the workgroup rider and program revisions and additions be
adopted. Senator Duncan seconded the
motion; without objection, it was so ordered.
There being no further business,
at 11:37 AM Senator Shapiro moved that the Committee stand recessed until 3:00
PM on Tuesday, March 22, 2011. Without objection, it was so ordered.
