Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on
Public Education Funding was held on Monday, April 18, 2011, in the Betty King
Committee Room at Austin, Texas.

The chair called the meeting to order at 8:33 AM.
There being a quorum present, the following business was transacted:

Senator
Shapiro made opening remarks to the committee.
At 8:35 AM Senator West assumed the chair.
The chair laid out SB 22 and recognized the author,
Senator Shapiro, to explain the bill.
Senator Shapiro sent up a committee substitute; the chair recognized
Senator Shapiro to explain the difference between the committee substitute and
the senate bill as filed. Senator
Shapiro sent up Committee Amendment 1 and moved adoption; without objection,
the amendment was adopted.
Senator Shapiro sent up Committee Amendment 2 and
moved adoption; without objection, the amendment was adopted. Witnesses testifying and registering on the
bill are shown on the attached list.
At 9:29 AM Senator Duncan assumed the chair.
At 9:34 AM Senator Estes assumed the chair.
At 10:06 AM Senator West assumed the chair.
At 10:59 AM Senator Shapiro resumed the chair.
At 10:59 AM Senator Shapiro moved
that the committee stand recessed until 15 minutes
after
the adjournment of the Senate; without objection, it was so ordered.
At 2:13 PM Senator Shapiro
reconvened the committee.
At 2:13 PM Senator Estes assumed
the chair.
Public
testimony continued.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Shapiro requested unanimous consent to
incorporate the adopted amendments into the proposed committee substitute;
without objection, it was so ordered. Senator Shapiro then moved that the
committee substitute be adopted; without objection, it was so ordered. Senator
Shapiro moved that SB 22 do not pass but that CSSB 22 be reported back to the
Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4
ayes, 2 nays, 1 present not voting, and 0 absent.
At 3:35 PM Senator Shapiro assumed the chair.
There being no further business, at 3:35 PM Senator
Shapiro moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
