Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on
Public Safety was held on Monday, March 28, 2011, in the Capitol Extension,
Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:04 AM.
There being a quorum present, the following business was transacted:
The chair called the Legislative Budget Board to
provide invited testimony (see attached list).
The chair called Colonel Patrick Hamilton to provide
invited testimony.
There being no further business, at 10:24am Senator
Whitmire moved that the committee stand recessed until 4:00pm. Without
objection, it was so ordered.
Pursuant to the suspension of Senate Rules 11.10 and
11.8, the Finance Subcommittee on Public Safety reconvened at 4:03pm in room
E1.028.
Senator Hinojosa moved that we refer a proposed
rider to the Governor’s Trusteed Program’s bill pattern to direct $2 million
per fiscal year to be used for border prosecutions from funds already
appropriated in SB1 for A.1.11, Homeland Security in Article XI of SB 1.
Without objection, it was so ordered.
The chair called the Legislative Budget Board to
provide invited testimony (see attached list) on the proposed riders for the
Texas Youth Commission, the Department of Public Safety, the Alcoholic Beverage
Commission, the Texas Commission on Law Enforcement Officers Standards and
Education, the Juvenile Probation Commission, Commission on Jail Standards, the
Governor’s Trusteed Programs, the Department of Criminal Justice, and the
Adjutant General’s Department.
Senator Hinojosa moved that we adopt the Legislative
Budget Board recommendations into subcommittee report and report it favorably
back to the full committee. The motion carried with a record vote of 7 ayes, 0
nays, 0 present not voting, and 0 absent. Senator Seliger requested that he be
shown voting aye on the recommendation; without objection, it was so ordered.
There being no further business, at 4:33 PM Senator
Whitmire moved that the Committee be adjourned. Without objection, it was so
ordered.
