Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Friday, May 20, 2011, at Senator Lucio, Jr.'s Desk.

The chair called the meeting to order at 9:38 PM.

 

The posting rule, Senate Rule 11.10 and 11.18, was suspended to hear the following bill(s):

 

HB 1604

HB 3841

HB 2387

HB 1788

 

Upon the arrival of Senator Fraser and Senator Gallegos, Jr., a quorum was established and the following business was transacted:

 

Senator Davis moved adoption of the minutes from the previous hearing held on May 13, 2011; without objection, it was so ordered.  

 

The chair laid out HB 1788 and recognized the Senate sponsor, Senator Uresti, to explain the bill.

 

Senator Davis sent up a committee substitute for HB 1788. Senator Uresti was recognized to explain the differences between the committee substitute and the house bill, as engrossed. Senator Davis move adoption of the committee substitute; without objection; it was so ordered.

 

Senator Davis moved that HB 1788 do not pass but that CSHB 1788 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 2 absent.

 

At 9:40 PM Senator Davis assumed the chair.

 

The chair laid out HB 1604 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill.

 

Senator Lucio, Jr. sent up a committee substitute; the chair recognized Senator Lucio, Jr. to explain the difference between the committee substitute and the house bill, as engrossed. Senator Lucio, Jr. moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Lucio, Jr. moved that HB 1604 do not pass but that CSHB 1604 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 2387 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill.

 

Senator Lucio, Jr. moved that HB 2387 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

At 9:50 PM Senator Lucio, Jr. resumed the chair.

 

There being no further business, at 9:50 PM Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
