Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on Higher Education Funding was held on Monday, April 11, 2011, in the Capitol Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 8:07 AM.  There being a quorum present, the following business was transacted:

 

Senator West made opening remarks to the committee.

 

Senator Shapiro moved to shift pending items #7 and # 28 – 35  to adopted items.  Without objection, it was so ordered. 

 

Senator Shapiro moved to adopt workgroup report on Article III, Texas Higher Education Coordinating Board.  The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Shapiro moved to shift $4 million dollars to UT Dallas Middle School Bridge Funding to Article XI.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt workgroup report on Article III, General Academic Institutions.  The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Hinojosa moved to adopt workgroup report for Article III, Higher Education Community Colleges technical adjustments and #13 in Article XI and leave all other items pending.  The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Hinojosa moved to add $800,000 for the biennium for UT Pan American – McAllen campus to Article XI.  Without objection, it was so ordered.

 

Senator Zaffirini moved to leave pending all workgroup recommendations for the Higher Education Health-Related Institutions.  The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Texas AgriLife Research.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education AgriLife Extension Service.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Experiment Station.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Transportation Institute.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Engineering Extension Service.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Texas Forest Service.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Veterinary Medical Diagnostic Lab.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt the Committee Report on Higher Education Special Provisions.  Without objection, it was so ordered.

 

Senator Zaffirini moved to adopt Available University Fund and Higher Education Fund at SB 1 levels.  Without objection, it was so ordered.

 

Senator Hinojosa moved to reconsider the vote by which $800,000 was moved to Article XI.  Without objection, it was so ordered.

 

Senator Hinojosa moved to add $800,000 for the biennium for UT Pan American – McAllen campus to pending.  Without objection, it was so ordered.

 

There being no further business, at 9:32 AM Senator West moved that the Committee be adjourned. Without objection, it was so ordered.
