Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on
Articles VI & VII was held on Thursday, April 7, 2011, in the Capitol
Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 1:45 PM.

The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Department of
Transportation.
The chair called up Department of Transportation to
provide invited testimony (see attached list).
Senator Williams recommended that item 20 be pended.
Senator Williams recommended that under item 9, 2.5
billion dollars for bond proceeds and the associated debt service be adopted.
Without objection, it was so ordered.
Senator Williams recommended a new workgroup line
item, 0.5 billion dollars of bond proceeds be used for the State Infrastructure
Bank. Without objection, it was so ordered.
Senator Eltife moved to adopt the workgroup
recommendations as amended on Article VII, Department of Transportation. The
motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and
0 absent.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Department of Housing and
Community Affairs.
Senator Lucio moved that item 3 be pended. Without
objection, it was so ordered.

recommendations as amended on Article VII, Department of Housing and Community
Affairs. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not
voting, and 0 absent.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Texas Lottery Commission.
Senator Whitmire moved to adopt the workgroup
recommendations on Article VII, Texas Lottery Commission. The motion carried
with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Department of Motor
Vehicles.
Senator Lucio moved to adopt the workgroup
recommendations on Article VII, Department of Motor Vehicles. The motion
carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1
absent.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Department of Rural
Affairs.

moved to adopt the workgroup recommendations on Article VII, Department
of Rural Affairs. The motion carried with a record vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Texas Workforce Commission
and Reimbursements to the UC Benefit Account.
Senator Lucio moved to adopt the workgroup
recommendations on Article VII, Texas Workforce Commission. The motion carried
with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Eltife moved to adopt the workgroup
recommendations on Article VII, Reimbursements to the UC Benefit Account.
Without objection, it was so ordered.

VII.

recommendations as amended on Article VI, Animal Health Commission. Without

recommendations on Article VI, General Land Office. Without objection, it was

provide invited testimony (see attached list) on Texas Parks and Wildlife
Department.
Senator Lucio moved to include 22,685 dollars of
General Revenue for debt service and appropriate 33.350 million dollars to item
3.
Senator Williams moved to pend item 2. Without
objection, it was so ordered
Senator Estes moved to adopt the workgroup
recommendations as amended on Article VI, Texas Parks and Wildlife Department.
Without objection, it was so ordered.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on the Railroad Commission.
The chair moved to pend item 1. Without objection,
it was so ordered.
Senator Eltife moved to adopt the workgroup
recommendations as amended on Article VI, the Railroad Commission. Without
objection, it was so ordered.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on Soil and Water Conservation
Board.
Senator Lucio moved to adopt the workgroup
recommendations on Article VI, Soil and Water Conservation Board. Without
objection, it was so ordered.

Senator Lucio moved to pend item 6. Without
objection, it was so ordered.

recommendations as amended on Article VI, Water Development Board. Without
objection, it was so ordered.
The chair called up the Legislative Budget Board to
provide invited testimony (see attached list) on Natural Resources Debt Service
Payments for Non-Self Supporting G.O. Water Bonds.
Senator Eltife moved to adopt the workgroup
recommendations on Article VI, Natural Resources Debt Service Payments for
Non-Self Supporting G.O. Water Bonds. Without objection, it was so ordered.
Senator Nelson requested that she be shown voting
aye on all recommendations.
Senator Whitmire requested that he be shown voting
aye on all recommendations.
There being no further business, at 2:56 PM Senator
Williams moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
