Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Government Organization was held on Tuesday, March 22, 2011, at Senator Ellis's Desk.

The chair called the meeting to order at 12:19 PM. There being a quorum present, the following business was transacted:

As a matter of pending business, the chair laid out SB 646.

Senator Nelson moved that SB 646 do not pass but that CSSB 646 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Nelson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

As a matter of pending business, the chair laid out SB 644.

Senator Hegar moved that SB 644 do not pass but that CSSB 644 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Whitmire requested unanimous consent to be shown voting with the chair; without objection, it was so ordered

There was no action taken for the following bill(s): SB 655.

There being no further business, at 12:22 PM Senator Ellis moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
