The chair called the meeting to order at 1:35 PM.
There being a quorum present, the following business was transacted:
The chair laid out HB 1951 and recognized the Senate
sponsor, Senator Hegar, to explain the bill.
Senator Hegar sent up a committee substitute; the
chair recognized Senator Hegar to explain the difference between the committee
substitute and the senate bill as filed. Senator Hegar moved adoption of the
committee substitute; without objection, it was so ordered.
Senator Nelson sent up Committee Amendment 1
(child-only plans) on behalf of Senator Ellis and explained the amendment.
Amendment 1 was withdrawn.
Senator Nelson sent up Committee Amendment 2 (notice
of rate increase) on behalf of Senator Ellis and explained the amendment.
Amendment 2 was withdrawn.
Senator Nelson sent up Committee Amendment 3 (health
benefit plan innovations) on behalf of Senator Ellis and explained the
amendment. Amendment 3 was withdrawn.
Senator Nelson sent up Committee Amendment 4 (tests
for early detection of cardiovascular disease) on behalf of Senator Ellis and
explained the amendment. Amendment 4 was withdrawn.
Senator Nelson sent up Committee Amendment 5 (rating
variables) on behalf of Senator Lucio and explained the amendment. Amendment 5
was withdrawn.
Senator Nelson sent up Committee Amendment 6
(standard forms) on behalf of Senator Lucio and explained the amendment.
Amendment 6 was withdrawn.
Senator Nelson sent up Committee Amendment 7
(consolidated insurance programs) on behalf of Senator Lucio and explained the
amendment. Amendment 7 was withdrawn.
Senator Hegar moved that HB 1951 do not pass but
that CSHB 1951 be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote of 7 ayes, 0
nays, 0 present not voting, and 0 absent.
Senator Birdwell requested unanimous consent to be
shown voting with the Vice chair; without objection it was so ordered.
There being no further business, at 1:38 PM Senator
Ellis moved that the Committee stand recessed subject to the call of the chair.
Without objection, it was so ordered.
