Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State
Affairs was held on Wednesday, February 9, 2011, in the Senate Chamber.

Senator Deuell, the acting chair called the meeting
to order at 9:00 AM. There being a quorum present, the following business was
transacted:
The chair laid out SB 16 and recognized the author,
Senator Patrick, to explain the bill.
Senator Deuell sent up a committee substitute and
recognized Senator Patrick to explain the difference between the committee
substitute and the senate bill as filed.
The chair opened public testimony. Witnesses testifying and registering on the
bill are shown on the attached list.
The following members arrived after the roll was
called:

Senator Tommy Williams
Senator Duncan assumed the chair.
The chair moved that the committee stand at ease;
without objection, it was so ordered.
At 1:10 PM Senator Duncan reconvened the meeting.
Public testimony on SB 16 continued.
Senator Deuell assumed the chair.
Senator Duncan resumed the chair.
Senator Deuell assumed the chair.
The chair
moved the committee stand at ease; without objection it was so ordered.
At 4:10 PM Senator Duncan reconvened the meeting.
Public testimony on SB 16 continued.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
The chair moved the committee stand at ease; without
objection, it was so ordered.
At 5:50 PM Senator Duncan reconvened the meeting.
Senator Deuell moved adoption of the committee
substitute; without objection, it was so ordered.
Senator Deuell sent up Committee Amendment 1 and
moved adoption; The motion carried with a record vote of 7 ayes, 1 nay, 0
present not voting, and 1 absent.
Senator Duncan sent up Committee Amendment 2 and
moved adoption; without objection, the amendment was adopted.
Senator Deuell requested unanimous consent to
incorporate the amendments into the bill to create a committee substitute;
without objection, it was so ordered.
Senator
Deuell then moved that the committee substitute be adopted; without objection,
it was so ordered.
Senator Ellis requested unanimous consent to be
shown voting nay on SB 16; without objection, it was so ordered.
Senator Deuell moved that SB 16 do not pass but that
CSSB 16 be reported back to the Senate with the recommendation that it do pass
and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0
present not voting, and 0 absent.
There being no further business, at 6:10 PM Senator
Duncan moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so
ordered.
