Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Wednesday, August 1, 2012, in the Capitol Extension, Room E1.036, at Austin, Texas.

The Senator Duncan called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

 

The Committee heard invited and public testimony regarding Joint Interim Charge (with Health and Human Services) No. 4: Monitor the potential impact of the Patient Protection and Affordable Care Act (PPACA) on insurance regulations, Medicaid and CHIP, health care outcomes and overall health of all Texans, and the state budget in Texas.  Additionally, monitor the current constitutional challenges to PPACA, and other court cases associated with PPACA, and ensure that the state does not expend any resources until judicial direction is clear.

 

Witnesses testifying and registering on the subject are shown on the attached list.

 

Senator Deuell assumed the chair.

 

Senator Duncan resumed the chair.

 

There being no further business, at 1:18 PM Senator Duncan moved that the Committee on State Affairs stand recessed subject to the call of the chair. Without objection, it was so ordered.
