Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Nominations was held on Monday, April 11, 2011, in the Capitol Extension, Room
E1.028, at Austin, Texas.

The chair called the meeting to order at 8:01 A.M.
Without a quorum being present, the following business was transacted:
Chairman Deuell recognized Senator Juan “Chuy”
Hinojosa to introduce Cynthia “Cindy” Leon, nominee to the Public Safety
Commission.
Upon arrival of a quorum, Senator Nelson moved the
adoption of the minutes from the previous hearing held on April 4, 2011;
without objection, it was so ordered.
The following members arrived after the roll was
called: Senator Glenn Hegar and Senator Jose Rodriguez.
Chairman Deuell recognized Senator Jeff Wentworth to
introduce Allan B. Polunsky, nominee to the Public Safety Commission.
Chairman Deuell recognized Senator Brian Birdwell to
introduce General Christopher S. Adams, Jr., nominee to the Brazos River
Authority Board of Directors.
Chairman Deuell recognized Senator Robert Duncan to
introduce V. Kathleen Shipp, nominee to the Texas Board of Nursing.
Mrs. Leon and Mr. Polunsky made opening remarks and
answered questions from members of the committee.
Senator Nelson moved that the committee vote to
approve the nominations of Cynthia “Cindy” Leon and Allan B. Polunsky to the
Public Safety Commission. The motion carried with a record vote of 4 ayes, 0
nays, 0 present not voting, and 3 absent.
Chairman Deuell read written remarks by Senator
Steve Ogden introducing Beverly Nutall, nominee to the Texas Board of Nursing.
Chairman Deuell introduced Mary M. LeBeck and
Deborah H. Bell, nominees to the Texas Board of Nursing.
The panel made opening remarks and answered
questions from members of the committee.
Senator Nelson moved that the committee vote to
approve the nominations of the individuals to the following entity: Texas Board
of Nursing. The motion carried with a
record vote of 5 ayes, 0 nays, 0
present not voting, and 2 absent.
Chairman Deuell recognized Senator Hegar to
introduce Jeffrey Tallas, nominee to the Brazos River Authority.
Chairman Deuell read written introductions by
Senator Steve Ogden introducing Cynthia Bourland and Roberta Kilgore, nominees
to the Brazos River Authority.
Chairman Deuell stated that Senator Joan Huffman was
unable to attend the hearing but fully supports the nomination of Carolyn
Johnson to the Brazos River Authority.
The panel made opening remarks and answered
questions from members of the committee.
Senator Hegar moved that the committee vote to
approve the nominations of the individuals to the following entity: Brazos
River Authority. The motion carried with a record vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent. (Senator Watson submitted a voting form
voting aye).
Senator Rodriguez moved that committee vote to
approve the non-appearing nominees to the following entities: Credit Union
Commission, Guadalupe-Blanco River Authority Board of Directors, Manufactured
Housing Board, Texas Industrialized Building Code Council, and Texas State
Board of Examiners of Professional Counselors. The motion carried with a record
vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. (Senator Watson
submitted a voting form voting aye).
There being no further business, at 9:06 A.M.
Senator Deuell moved that the committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
