Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Nominations was held on Monday, April 18, 2011, in the Capitol Extension, Room
E1.028, at Austin, Texas.

The chair called the meeting to order at 8:00 A.M.
Without a quorum being present, the following business was transacted:
Chairman Deuell recognized Senator Jeff Wentworth to
introduce Michael F. Martin, D.V.M., nominee to the Texas Racing Commission.
Chairman Deuell recognized Senator Judith Zaffirini
to introduce Mario O. Garcia, nominee to the Texas Economic Development
Corporation.
Chairman Deuell recognized Senator Robert Duncan to
introduce Marc A. Farmer, nominee to the Texas Economic Development
Corporation.
Upon arrival of a quorum, Senator Watson moved the
adoption of the minutes from the previous hearing held on April 11, 2011;
without objection, it was so ordered.
The following members arrived after the roll was
called: Senator Glenn Hegar and Senator Jane Nelson.
Chairman Deuell recognized Senator Kirk Watson to
introduce Winston Krause, nominee to the Texas Lottery Commission, and Alan S.
Haywood, nominee to the Texas Racing Commission.
Chairman Deuell recognized Senator Wendy Davis to introduce
Phillip “Keith” Morrow, nominee to the Department of Information Resources.
Chairman Deuell recognized Senator Leticia Van de
Putte to introduce Wanda Rohm, nominee to the Department of Information
Resources.
Chairman Deuell recognized Senator Juan “Chuy”
Hinojosa to introduce Gloria Hicks, nominee to the Department of Information
Resources.
Chairman Deuell recognized Senator Florence Shapiro
to introduce David G. Cabrales, nominee to the Texas Economic Development
Corporation.
The nominees to the Texas Economic Development
Corporation made opening remarks and answered questions from members of the
committee.
Senator Watson moved that the committee vote to
approve the nominations of the individuals to the following entity: Texas
Economic Development Corporation. The motion carried with a record vote of 6
ayes, 0 nays, 0 present not voting, and 1 absent. (Senator Nichols submitted a
voting form voting aye).
Winston Krause, nominee to the Texas Lottery
Commission, made opening remarks and answered questions from members of the
committee.
Senator Watson moved that the committee vote to
approve the nomination of Winston Krause to the Texas Lottery Commission. The
motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and
1 absent. (Senator Nichols submitted a voting form voting aye).
Chairman Deuell read written remarks by Senator
Hegar introducing Richard S. Moore, nominee to the Department of Information
Resources.
The nominees to the Department of Information
Resources made opening statements and answered questions from members of the
committee.
The nominees to the Texas Racing Commission made
opening remarks and answered questions from members of the committee.
Senator Hegar moved that the committee vote to
approve the nominations of the individuals to the following entity: Texas
Racing Commission. The motion carried with a record vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent. (Senator Nichols and Senator Watson submitted
voting forms voting aye).
Senator Nelson moved that the committee vote to
approve the nominations of the individuals to the following entity: Department
of Information Resources. The motion carried with a record vote of 6 ayes, 0
nays, 0 present not voting, and 1 absent. (Senator Nichols and Senator Watson
submitted voting forms voting aye).
Senator Hegar moved that committee vote to approve
the non-appearing nominees to the following entities: 128th Judicial District
Court, Orange County, Executive Council of Physical Therapy and Occupational
Therapy Examiners, State Preservation Board, and Texas School Safety Center
Board of Directors. The motion carried with a record vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent. (Senator Nichols and Senator Watson submitted
voting forms voting aye).
There being no further business, at 8:49 A.M.
Senator Deuell moved that the committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
