Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Natural Resources was held on Tuesday, February 15, 2011, in the Senate
Chamber.

The chair called the meeting to order at 8:30 AM.
There being a quorum present, the following business was transacted:
Senator Carona called the Business and Commerce
Committee to order at 8:30 AM.
Senator Fraser laid out the proposed Natural
Resources committee rules for the 82nd Legislature and Senator
Jackson moved adoption of the Natural Resources committee rules. There being no
objection, it was so ordered.
The following members arrived after the roll was
called: Senator Duncan and Senator Deuell.
Senator John Carona and Senator Troy Fraser shared
presiding duties.
Senator Fraser called Panel 1 to provide invited
testimony on ERCOT and power outages (see attached witness list).
There being no further business, at 10:33 AM Senator
Fraser moved that the Committee stand recessed until 45 minutes after
adjournment of the Senate. Without
objection, it was so ordered.
At 1:03 PM Senator Fraser reconvened the meeting.
Senator Fraser called Panel 2 to provide invited
testimony on ERCOT and power outages (see attached witness list).
Senator Fraser called Panel 3 to provide invited
testimony on ERCOT and power outages (see attached witness list).
Senator Fraser called Panel 4 to provide invited
testimony on ERCOT and power outages (see attached witness list).
Senator Fraser opened public testimony. Public
testimony was limited to three minutes.
Witnesses providing public testimony are shown on
the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
There being no further business, at 3:32 PM Senator
Fraser moved that the Natural Resources Committee stand recessed subject to the
call of the chair. Without objection, it
was so ordered.
There being no further business, at 3:32 PM Senator
Van de Putte moved that the Business and Commerce Committee stand recessed
subject to the call of the chair.
Without objection, it was so ordered.
