Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources was held on Wednesday, April 11, 2012, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:12 AM. There being a quorum present, the following business was transacted:

 

Chairman Fraser made opening remarks regarding Interim Charge #1 regarding monitoring the effects of recent and anticipated Environmental Protection Agency rules on electric reliability in Texas, affordability of electricity in Texas, and competitiveness of energy intensive sectors of the Texas economy.  Chairman Fraser also made opening remarks and Interim Charge #5 regarding the study of the impact of current, pending, and reasonably foreseeable federal environmental regulations that may affect electric generation capacity.

 

Chairman Fraser opened up invited testimony.  Resource witnesses are shown on the attached list.  Resource witnesses also responded to questions of the Honorable Lieutenant Governor David Dewhurst.

 

 

At 12:15PM the Chairman moved to limit public testimony to three minutes; without objection, it was so ordered. Chairman Fraser opened up public testimony.  Witnesses are shown on the attached list. The chair moved that invited and public testimony be closed; without objection, it was so ordered.

 

There being no further business, at 12:25 PM Senator Fraser moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
