Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Open
Government, Select was held on Thursday, April 14, 2011, in the Betty King
Committee Room at the State Capitol, in Austin, Texas.

The chair called the meeting to order at 8:37 AM.
There being a quorum present at 9:02 AM, the following business was transacted:
The chair laid out SB 1571 and recognized the
author, Senator Watson, to explain the bill.
Senator Wentworth sent up a committee substitute;
the chair recognized Senator Watson to explain the committee substitute.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Wentworth moved that CSSB 1571 be left
pending; without objection, it was so ordered.
The Clerk called the roll at 9:02 AM and a quorum
was established.
Senator Ellis moved adoption of the minutes from the
previous hearing held on April 7, 2011; without objection, it was so ordered.
The chair laid out SB 1421 and recognized the
author, Senator Nelson, to explain the bill.
Senator Nelson sent up a committee substitute; the
chair recognized Senator Nelson to explain the committee substitute.
Senator Ellis moved adoption of the committee
substitute; without objection, it was so ordered.
Witnesses registering on the bill are shown on the
attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Ellis moved that SB 1421 do not pass but
that CSSB 1421 be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote of 4 ayes, 0
nays, 0 present not voting, and 1 absent.
Senator Ellis moved that the bill be recommended for
placement on the Local and Uncontested Calendar; without objection, it was so
ordered.
The chair laid out SB 1826, and recognized the
author Senator Gallegos, to explain the bill.
Senator Ellis sent up a committee substitute and
moved adoption of the committee substitute; without objection, it was so
ordered.
The chair recognized Senator Gallegos to explain the
committee substitute.

The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Wentworth moved that CSSB 1826 be left
pending; without objection, it was so ordered.
The chair laid out SB 677 and recognized the author,
Senator Gallegos, to explain the bill.

The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Wentworth moved that SB 677 be left pending;
without objection, it was so ordered.
The chair called the committee to stand at ease temporarily
at 9:56 AM.
At 10:00 AM Senator Ellis reconvened the meeting and
assumed the chair.
The chair laid out SB 669 and recognized the author,
Senator Wentworth, to explain the bill.
Witnesses testifying and registering on the bill are

Senator Davis assumed the chair.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Davis moved that SB 669 be left pending;
without objection, it was so ordered.
Senator Wentworth resumed the chair.
There being no further business, at 10:58 AM,
Senator Wentworth moved that the committee stand recessed subject to the call
of the chair. Without objection, it was
so ordered.
