Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Redistricting, Select was held on Wednesday, April 27, 2011, in the Capitol
Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 8:08 AM.
There being a quorum present, the following business was transacted:
The chair made opening remarks.
Senator Gallegos, Jr. assumed the chair.
The chair laid out HB 600 and recognized the Senate
sponsor, Senator Seliger, to explain the bill.
Senator Seliger sent up a committee substitute; the
chair recognized Senator Seliger to explain the difference between the
committee substitute and the senate bill as filed.
Senator Watson attended the hearing and made brief
remarks.
Witnesses testifying and registering on the bill are
shown on the attached list.
At 8:45 AM Senator Gallegos moved that the Committee
stand at ease. Without objection, it was so ordered.
At 9:07 AM the Committee reconvened.
Senator Seliger resumed the chair.
Senator Gallegos, Jr. sent up Committee Amendment 1.
Testimony continued on HB 600.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
At 9:29 AM Senator Seliger moved that the Committee
stand recessed until 10:00 AM. Without objection, it was so ordered.
At 10:21 AM the Committee reconvened.
Senator Gallegos, Jr. moved adoption of Committee
Amendment 1. The motion failed with a record vote of 6 ayes, 9 nays, 0 present
not voting, and 0 absent.
Senator Watson submitted a letter in writing (see
attached). Senator Seliger moved that the letter be included into the record.
Without objection, it was so ordered.
Senator Patrick sent up a proposed committee
amendment and was recognized to explain the committee amendment.
Senator Gallegos, Jr. assumed the chair.
Senator Seliger moved adoption of the committee
substitute to HB 600; without objection, it was so ordered.
Senator Seliger moved that HB 600 do not pass but
that CSHB 600 be reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 13 ayes, 2 nays,
0 present not voting, and 0 absent.
Senator Seliger resumed the chair.
There being no further business, at 10:35 AM Senator
Seliger moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
