Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Redistricting, Select was held on Friday, May 13, 2011, in the Capitol
Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 8:06 AM.
There being a quorum present, the following business was transacted:
Senator Gallegos assumed the chair.
The chair laid out as a matter of pending business
SB 31 and recognized the author, Senator Seliger, to explain the bill.
Senator Seliger sent up a committee substitute; the
chair recognized Senator Seliger to explain the difference between the
committee substitute and the senate bill as filed.
Senator Seliger sent up Committee Amendment 1 and
moved adoption; without objection, the amendment was adopted.
Senator Seliger sent up Committee Amendment 2 and
moved adoption; the motion failed with a record vote of 6 ayes, 7 nays, 0
present not voting, and 2 absent.
Senator Seliger resumes the chair.
Senator Gallegos, Jr. sent up Committee Amendment 3
and moved adoption; the motion carried with a record vote of 10 ayes, 1 nay, 2
present not voting, and 2 absent.
Senator Watson made remarks on Committee Amendment
2.
Senator Gallegos moved to reconsider the vote by
which Committee Amendment 3 was adopted. Without objection, it was so ordered.
Senator Gallegos pulled down Committee Amendment 3.
Without objection, it was so ordered.
Senator Fraser sent up Committee Amendment 4.
Senator Fraser pulled down Committee Amendment 4. Without objection it was so
ordered.
Senator Lucio, Jr. sent up Committee Amendment 5.
Senator Lucio pulled down Committee Amendment 5. Without objection, it was so
ordered.
Senator Gallegos, Jr. sent up Committee Amendment 6
and moved adoption; the motion failed with a record vote of 3 ayes, 10 nays, 1
present not voting, and 1 absent.
Senator Fraser sent up Committee Amendment 7 and
moved adoption; the motion carried with a record vote of 14 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Zaffirini sent up Committee Amendment 8 and
moved adoption; the motion failed with a record vote of 5 ayes, 9 nays, 0
present not voting, and 1 absent.
Senator Davis made remarks on Committee Amendment 8
and Committee Amendment 9.
Senator Zaffirini sent up Committee Amendment 9 and
moved adoption; the motion failed with a record vote of 5 ayes, 9 nays, 0
present not voting, and 1 absent.
Senator Carona requested unanimous consent to
incorporate Committee Amendment 1 and Committee Amendment 7 into the committee
substitute; without objection, it was so ordered.
Senator Carona then moved that the new committee
substitute be adopted. The motion carried with a record vote of 13 ayes, 1 nay,
0 present not voting, and 1 absent.
Senators Uresti, Zaffirini, Lucio, and Gallegos made
remarks.
Senator Patrick moved that SB 31 do not pass but
that CSSB 31 be reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 13 ayes, 1 nay, 0
present not voting, and 1 absent.
The chair laid out as a matter of pending business
HB 150. Senator Seliger explained the bill.
Senator Fraser moved that HB 150 be reported
favorably to the Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 10 ayes, 2 nays, 2 present not voting,
and 1 absent.
There being no further business, at 9:44 AM Senator
Gallegos moved that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
