Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
Veteran Affairs & Military Installations was held on Wednesday, May 11,
2011, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 2:22 PM.
There being a quorum present, the following business was transacted:
The chair recognized the Texas Adjutant General,
Major General John Nichols to lead the committee in the Pledge of Allegiance
and Pledge to the Texas Flag.
The chair laid out HB 2851 and recognized the Senate
sponsor, Senator Birdwell, to explain the bill.
