Amend SB 4 by adding the following appropriately numbered SECTION to the bill and renumbering the other SECTIONS of the bill accordingly:

SECTION ____.  (a) The legislature finds that the following congressional districts in the district court's interim plan provide African American voters an opportunity to elect their candidates of choice: Districts 9, 18, 30, and 33.

(b)  The legislature finds that the following congressional districts in the district court's interim plan provide Latino voters an opportunity to elect their candidates of choice: Districts 15, 16, 20, 23, 28, 29, 34, and 35.
