Amend Floor Amendment No. 1 to CSSB 5 (Senate committee printing) by adding the following appropriately numbered SECTION and renumbering the existing SECTIONs accordingly:
SECTION ____. The provisions of this Act do not take effect unless the total number of uninsured persons in the state of Texas, as determined by the American Community Survey conducted by the U.S. Census Bureau or a similar survey conducted by the federal government, is fewer than 1 million.
