Amend Floor Amendment No. 1 to CSSB 5 (Senate committee printing) by adding the following appropriately numbered SECTION and renumbering the existing SECTIONs accordingly:

SECTION ____.  The provisions of this legislation do not take effect unless the total number of residents in Texas under 18 years of age who do not have health insurance is less than 1 million.
