Amend Floor Amendment No. 1 to CSSB 5 (Senate committee printing) by adding the following appropriately numbered SECTION and renumbering the existing SECTIONs accordingly:

SECTION ____.  The provisions of this Act do not take effect unless the state of Texas is not ranked among the top 10 states in the country in the percentage of children who do not have health insurance.
