R E S O L U T I O N

|
WHEREAS, Josefina Del Valle Gonzalez Marcano of Venezuela and |
|
|
other professionals from Latin America were invited to participate |
|
|
in a U.S. Department of State International Visitor Leadership |
|
|
Program in May 2013, and Dallas was among the cities included on |
|
|
their tour; and |
|
|
WHEREAS, Established in 1940, IVLP connects current and |
|
|
emerging foreign leaders with their American counterparts through |
|
|
short-term exchanges; an initiative of the Bureau of Educational |
|
|
and Cultural Affairs, the program centers around a project theme |
|
|
and typically includes visits to four U.S. communities; and |
|
|
WHEREAS, With a focus on the administration of justice, this |
|
|
IVLP event was designed to help leaders from other countries deepen |
|
|
their understanding of the civil, criminal, juvenile, and military |
|
|
justice systems in the United States; participants examined the |
|
|
underlying principles of the U.S. judicial and legal systems and |
|
|
studied the administration of courts, case management, the trial by |
|
|
jury process, and alternative dispute resolution; and |
|
|
WHEREAS, Mrs. Gonzalez Marcano brought a valuable |
|
|
perspective to the experience; in addition to a law degree and |
|
|
participation in a number of advanced law programs, she has a master |
|
|
of science degree in higher education from the University Gran |
|
|
Mariscal Ayacucho; she holds the position of Judge, Venezuela |
|
|
District Juvenile Court; and |
|
|
WHEREAS, The International Visitor Leadership Program helps |
|
|
bridge cultural and political divides, and the exchange of ideas |
|
|
that the program facilitates is sure to benefit citizens of both |
|
|
Venezuela and the United States; now, therefore, be it |
|
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
|
Legislature, 1st Called Session, hereby honor Josefina Del Valle |
|
|
Gonzalez Marcano for her participation in the U.S. Department of |
|
|
State International Visitor Leadership Program in May 2013 and |
|
|
extend to her sincere best wishes for continued success; and, be it |
|
|
further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Mrs. Gonzalez Marcano as an expression of high regard |
|
|
by the Texas House of Representatives. |
