R E S O L U T I O N
         WHEREAS, Kirby Jerome Portley was awarded his juris doctor
  degree from St. Mary's University School of Law on May 18, 2013, and
  he has been admitted to the State Bar of Texas; and
         WHEREAS, A graduate of The University of Texas at Austin,
  Mr. Portley earned a bachelor's degree in philosophy and lettered
  in football for four years; he went on to distinguish himself during
  law school as a member of The Scholar: St. Mary's Law Review on Race
  and Social Justice; and
         WHEREAS, Mr. Portley has served as a law clerk for Lloyd
  Gosselink Rochelle & Townsend in Austin, for the Lower Colorado
  River Authority, and for the United States Attorney's Office for
  the Eastern District of Texas; in addition, he has been a summer
  legal intern for the United States Department of Justice and for the
  Federal Communications Commission in Washington, D.C., and a summer
  judicial intern for the Texas Thirteenth Court of Appeals; his
  experience further includes service as a committee clerk and as a
  legislative intern for the Texas House of Representatives and as a
  legal assistant for the firm of Clark, Thomas & Winters; and
         WHEREAS, Preparing to embark on an exciting new chapter in
  his life, Kirby Portley may reflect with pride on all he has
  accomplished thus far and look with anticipation toward a bright
  future; now, therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature, 1st Called Session, hereby congratulate Kirby Jerome
  Portley on his graduation from St. Mary's University School of Law
  and his admission to the State Bar of Texas and extend to him
  sincere best wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Portley as an expression of high regard by the
  Texas House of Representatives.
