A JOINT RESOLUTION
|
|
proposing a constitutional amendment establishing a transportation |
|
infrastructure fund to assist counties in alleviating degradation |
|
to highways caused by the exploration, development, or production |
|
of oil or gas. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Article III, Texas Constitution, is amended by |
|
adding Section 49-q to read as follows: |
|
Sec. 49-q. (a) The transportation infrastructure fund is |
|
established as a special fund in the state treasury. |
|
(b) In each fiscal year, the comptroller of public accounts |
|
shall transfer from the economic stabilization fund to the |
|
transportation infrastructure fund three percent of the amount |
|
transferred to the economic stabilization fund in that fiscal year |
|
under Subsection (c) of Section 49-g of this article. |
|
(c) Money in the transportation infrastructure fund may be |
|
appropriated only for the purpose of assisting counties in this |
|
state in the construction, reconstruction, or maintenance of |
|
transportation infrastructure that is intended to alleviate |
|
degradation to highways caused by the exploration, development, or |
|
production of oil or gas. |
|
SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 5, 2013. |
|
The ballot shall be printed to permit voting for or against the |
|
proposition: "The constitutional amendment establishing a |
|
transportation infrastructure fund to assist counties in |
|
alleviating degradation to highways caused by the exploration, |
|
development, or production of oil or gas." |
