No significant fiscal implication to the State is anticipated.

The bill would amend Section 245.010(a) and repeal Section 245.010(c) of the Health and Safety Code, related to minimum standards for abortion facilities licensed by the Department of State Health Services (DSHS). A facility licensed under the chapter would not be required to meet the new standards until September 1, 2014. The agency indicates that any potential loss of revenue in licensing fees as a result of enactment of the bill could be absorbed under the department's current resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise the bill would take on the 91st day after the last day of the legislative session.
