Amend HB 2 (senate committee printing) by adding the following appropriately numbered SECTION and renumbering existing SECTIONS and cross-references to existing SECTIONS of the bill accordingly:

SECTION ____.  The provisions of this Act shall not take effect unless, in addition to other amounts appropriated to the Department of State Health Services by Senate Bill No. 1, Acts of the 83rd Legislature, Regular Session, 2013 (the General Appropriations Act), $40,000,000 is appropriated from the general revenue fund to the department for the state fiscal biennium ending August 31, 2015, for the purposes of Strategy B.1.3, Family Planning Services, as listed in Senate Bill No. 1, Acts of the 83rd Legislature, Regular Session, 2013; and the number of entities providing effective family planning service is at least equal to the number that provided services on December 1, 2010.
