Fiscal Analysis

The bill would appropriate $630 million from the General Revenue Fund to the Texas Department of Transportation (TxDOT) for the state fiscal biennium beginning September 1, 2013, for the purpose of constructing, maintaining, and acquiring rights-of-way for public roadways other than toll roads.

The bill would take immediate effect upon receiving a vote of two-thirds of all members elected to each house. Otherwise the bill would take effect on the 91st day after the last day of the legislative session.


Methodology

This analysis assumes the bill would take immediate effect and make the appropriation to TxDOT from the General Revenue Fund effective on September 1, 2013. Therefore, the appropriation would result in a $630 million cost to General Revenue Fund 0001 in fiscal year 2014. This appropriation would be in addition to appropriations made to TxDOT for the state fiscal biennium beginning September 1, 2013, by the Eighty-third Legislature, Regular Session.

Local Government Impact

No fiscal implication to units of local government is anticipated.
