Amend Amendment No. 1 by Ritter to CSHB 11 (house committee printing) by adding the following appropriately numbered item to the amendment and renumbering subsequent items accordingly:

(____) Add the following appropriately numbered SECTION to the bill and renumber subsequent SECTIONS of the bill accordingly:

SECTION ____.  The amount appropriated by this Act from the general revenue fund is in addition to the other amounts proposed to be appropriated from the general revenue fund by Articles II, III, and IX, SB 1, Acts of the 83rd Legislature, Regular Session, 2013, as of April 8, 2013. If the actual amount proposed to be appropriated from the general revenue fund by any of those articles of the bill as finally enacted by the legislature is less than the proposed amount as of April 8, 2013, the appropriation from the general revenue fund under this Act has no effect, notwithstanding the effective date provision of this Act.
