Amend CSHB 63 (house committee report) as follows:
(1) On page 3, line 10, strike "or".
(2) On page 3, between lines 12 and 13, insert the following:
(E) to read a text-based communication:
(i) that the person reasonably believes concerns an emergency; or
(ii) that concerns an emergency regardless of the person's belief; or
