Amend HB 690 on third reading as follows:
(1) Strike the introductory clause to SECTION 1 of the bill and substitute the following:
Section 54.341, Education Code, is amended by adding Subsections (o) and (p) to read as follows:
(2) Insert the following new subsection immediately after added Section 54.341(o), Education Code:
(p) Notwithstanding Subsection (o), the coordinating board may not provide a reimbursement described by that subsection to an institution of higher education in any academic year unless the institution's governing board has certified that the institution has set aside a portion of the tuition set aside under Sections 56.011 and 56.012 in an amount sufficient to fully fund tuition and fee exemptions required under Section 54.341 for veterans and other military personnel and their dependents and surviving family members enrolled as students at the institution in that academic year. Tuition set aside under Sections 56.011 and 56.012 may be used for funding those exemptions in addition to any purpose provided under Subchapter B, Chapter 56.
